In today's world, sophisticated small firearms have become toys for people who use them indiscriminately against each other on the pretext of one's right to abrogate the other's unjustified cause . Small firearms, is easy to manufacture, inexpensive, easily hidden and smuggled, are largely helping in perpetuation of 'legitimate violence': either state sponsored, by insurrectionist groups or an act of an individual. Eric Hobsbawm says since the late 1960s, states have lost their monopoly power, resources and to a large extent the legitimacy paramount for making the citizens law abiding. This phenomenon explains the rise in violence. On the other hand Indian sports personalities like shooters GaganNarang , PT Raghunath , Rajyvardhan Singh Rathore , AvinavBhindra , JeetuRai by winning medals at various world's sporting events proves the fact that not all firearms shooting is ugly. All these uses of fire arms at the present times naturally make me curious regarding the proliferation of different types of small firearms in different circumstances cutting across the multi layered population of the Bengal Presidency under the British Government during mid 19th to the first half of 20th century and also the ways the ruling authorities to tackle gun trafficking and other associated crimes were investing energy, wealth to develop various controlling apparatus which is a phenomenon by itself.
